Periodic Monthly Statement Program (PMS) Fact Sheet
What is CBP's Periodic Monthly Statement program?
The periodic monthly statement program was introduced by CBP to simplify the processing of duties and fees for both importers and brokers, who are paying via ACH. This program allows importers to pay duties and fees for shipments released during any calendar month by the 15th working day of the following month.
What is ACH?
CBP's Automated Clearinghouse (ACH) is an electronic payment option that allows participants to pay customs fees, duties, and taxes electronically, as well as receive refunds of customs duties, taxes and fees electronically. ACH is a simple procedure accomplished through a series of simple electronic transactions. Throughout the process, there are no paper payments and no cashiers. Only those participating in ACH are eligible to participate in the PMS program.
What are the benefits of the PMS program?
What is an ACE portal/non-portal account?
The Automated Commercial Environment (ACE) is an integrated, fully automated information system that enables CBP to collect, process, and analyze commercial import and export data. ACE simplifies the exchange of information between CBP and the trade community.
An ACE (Automated Commercial Environment) portal is an Internet based program used to gain access to information contained in ACE that pertains to a specific account.
A non-portal account is an importer that does not have an established ACE portal. To encourage maximum participation in the PMS program, CBP is authorizing the creation of ACE non-portal accounts for importers, so that they can participate in PMS through a Customs broker that has an established ACE portal account. Deringer maintains an ACE portal account.
What is the procedure for a non C-TPAT, non-portal importer wishing to go on PMS?
As an importer, you will want to notify your broker that your are interested in participating in PMS as a non-portal account. If you, as importer of record, have a CBP Account Manager, then notify your broker of the Account Manager’s name and email address.
How does an importer sign up for the PMS program?
If your company is interested in the program, and are currently on ACH, then please send your inquiries to either consulting@anderinger.com with PMS Inquiry in the subject field of the email, or contact us via telephone at 518-297-3511.
What do we do if our company is not currently an ACH Payer and interested in the PMS program?
If your company is interested in the PMS program, and is not currently on ACH, then Deringer recommends that you begin discussions with your financial department and apply for ACH.
