CUSTOMS and BORDER PROTECTION ("CBP")
1) The Committee for the Implementation of Textile Agreements ("CITA") announced that it requested consultations with China in an effort to restrain rising imports of Chinese: cotton knit shirts (cat. 338/339), cotton trousers (cat. 347/348), MMF trousers (cat. 647/648), cotton and MMF underwear (cat. 352/652), combed cotton yarn (cat. 301), woven cotton and MMF shirts (cat. 340/640), and knit MMF shirts (cat. 638/639). Quota was reinstated, on a pro rata basis, on the above categories until December 31, 2005, with overshipments to be released under the staged entry process starting in February 2006. Quota is required for merchandise exported after May 23, 2005 of categories 338/339, 347/348, and 352/652, and for exports after May 27, 2005 of categories 301, 340/640, 638/639, and 647/648.
2) An EU deadline of May 31, 2005 to resolve the issue of rising Chinese textile exports has passed and the EU is expected to request consultations with China to limit its exports of T-shirts and flax or ramie yarn. Fifteen days after requesting consultations, China will limit imports to 7.5% above last year's import rate. The EU is also considering limits on Chinese knit sportswear, ski suits, skirts, and MMF knit men's and women's suits.
3) In an effort to avert a trade war with the U.S. and EU, China recently announced that effective June 1, 2005, it is quintupling the export tax on 74 textile and apparel articles imposed as on January 1, 2005. The export tax will increase from an average of 0.2 Yuan per piece to a range of 0.5-4 Yuan per item. However, subsequent to the announcement raising the export tax, the U.S. re-imposed quota on certain textile and apparel articles. As a result, China announced that the increased export taxes will not apply to goods affected by foreign controls as its exporters should not face the "double pressure" of increased export taxes and additional quota restrictions.
